This question goes out to all promoters and organizers of raveparties - specially if you are from a city where the rave culture is not respected and understood by the people.
What is your tips/tactics for promoting?

Idk man, if I where to host a night I would get a space 50-100m2 and invite my friends, I would let the community grow naturally and host a night once ever 3 months or so.
I would leave all resident advisor dj's at home, tell people to bring your own boose and only ask payment for the soundsystem and other hardware.
I believe in a organic party concept that will be kept alive by the ones involved, give an take.

Yeah if it's a small city with little culture based around the music then you want to start with a small venue and get your friends in.
If you can, find a cool venue to collaborate with, somewhere connected to underground arts, for example, you want a spot where, essentially, open minded, explorative minded people ether know about or go to.
A bar connected with arts or music or something. Don't always think nightclubs, think other spaces, make the venue a part of it. Tie in promotion to other networks. Maybe try to tie the event in with say, local film makers or something, or local artists, have them display the arts and have music to go with it.
If you are talking about creating a new scene in a place without one, you need to find a way to draw in those who would be open to the abstraction of techno.

If there is a local bar or top 40 club scene, try to differentiate your parties from the mainstream ones.
If you can find a space you can do whatever you want with, try to organize a crew of local artists to transform a space. They don't have to be professional artists, more like creative people who like working with space.
Having quite a few volunteers can help with the promotion, especially if they are excited about the project, so always be open to having people come help out.
What are the liquor laws like where you live? BYOB can have a nice community feel if it's allowed, but a fair bit of cash can be made at the bar to help with party expenses or to benefit a worthy organization.

If the weather is good enough you can always go outside, in the woods. If you find a place where you're hidden won't bother anyone you can push the party till late in the morning. Because finding a venue that will let you go until the end is pretty difficult and you will save cash on that wich can allow you to buy a sound system, and that will spare you expenses in all the cases wheter you book a venue or not in the future.
We're still using infolines for our free parties and it's working all right, it gives it a nice retro feeling too

Definitely low overheads quality music and a little bit of prior warning. You should be able to get a venue and 100 heads and just take it from there. Grass roots first, let it grow naturally and if it's any good it will!
