Modern Elektron (Analog Four, Octatrack and I assume the Analog Rytm too) gear can easily do tracks with different amounts of steps. Really fast and easy to set up. A bit expensive of course.

yes, a bit pricey for me. I'm looking for something roughly 500-700 dollars (used or new) and with a nice and simple workflow. I'm certainly not a fan of samplers.

Arturia BeatStep is cheap. 99 euro still unreleased.
I think in your price range I would save a bit more or look for a used Doepfer MAQ/16. They are 1K new or about 700 used. Also a less common doepfer is the RegelWerk. It can do sequencing and act as a control surface. I think a MAQ/16 would be a good bet. I would like one as a second sequencer/ control surface for my Cirklon.

Oh yeah another option is MidiBox @ucapps
You need to order the parts and build it yourself. If I recall correctly reading it cost a fellow about 450 for parts. Of course he still had to do the assembly of it. It may be possible to have somebody build one for you. I believe they have a list of builders. Not a 100% sure of that. You need to investigate a little bit. It seems to me that it is a bit of a community and they don't want somebody coming in and trying to exploit the work they have done by commercializing it. I think the code is open source you you can add to it. As well the actual hardware is ocustomized per box. If I did have a. Cirklon I would seriously look into these.

I sorted out a cool little trick last nite. I will leave it here in case anybody else
wants to do something like this. I wanted to use Tonys Pulses but I wanted to fire them from my sequencer rather than ableton. So I had to figure it out. I came up with this.
Create external instrument in Ableton. Set up midi routing. Drop in a file. Turn off loop on the midi clip. This is important other wise it will loop and fill in the empty beats after it loops round.
Set the bar duration to either 1 or 2 bars equal to the midi clip. Turn on record on the hardware sequencer(but not play so standby) Press play on the midi clip. Midi clip plays hardware sequencer records midi data. Stop ableton & recording of the sequencer. Edit last step to correct duration. Example 28:3, I set 2 bars out, then set last step to 28. Label and save file. Done. Now I have Euclidian patterns in the hw sequencer.
Unfortunately it's not an actual generator. Still it works quite well. At least it seems to as far as I can tell. Fun!

No problem mate. Yeah Silent Servant has one. I know J.Mills used one previous too. I am sure there are some other well known techno producers who use it too. I forget at the moment. A guy I know said he would have one for each piece of gear if he could. That is good. The Cirklon and Manakin Schrittmacher are out of your price range, beyond that I can't think of too much else. Man, I'd love to get into polyrhythmic stuff a bit more but I just don't know how it fits in with my music.
I have experimented with a 4/4 kickdrum and deliberately left out any snare/clap on the 2&4 as I feel this 'ties' the groove up into making you think it's 4/4 based ( so you expect 4/4 rhythms ) without the snare or clap on the 2 & 4, you just have a 4/4 kick and anything can work under that. It can get a bit chaotic if you over-do it, or maybe I'm just shit at it, either way though, apart from the obvious polyrhythmic patterns, once it gets too experimental, I lose the plot and groove.
Sometimes my music passages end up a different cycling pattern in the sequencer. I was doing a slower/ambient style thing earlier and the sequencer was looping over from bar 1 to 9 and my chord sequence starts on bar 1, ends at the end of bar 6 and starts again on bar 7. So 6 bars, ( or a 6/8 time ) for the riff against the 4/4 time of everything else. I don't actually want this, it just came out that way and it's proving a pain as to which way I treat the drum rhythms. Ie: Do I start new rhythm patterns on the 7th bar or the 9th?

i think that part is up to you- do you want the song in full 6/8 time, or do you want the "conflict" of 4/4 and 6/8(ie polyrhythm)?

Just tried it yesterday and today, really great to alter the vibe/drive in a track
Haven't done alot with polyrhythms up to now ofc but I say some elements like a 2nd hihat and a chord in a different rhythm is enough to conflict harmonically with the rest of elements in 4/4
It also feels like polyrhythms are used quite often in certain techno
