i've been looking at the fourier transform functions in puredata. its a bit complicated and will take quite a major bout of sustained concentration which is probably going to be way beyond me.
You could split bands with an effects rack and then side chain, or , midi gate the bands separately.

thanks steve, interesting.

sidechained split bands is probably the cleanest way to go about it.

now i just have to find a use for it :-)
