Jeff Mills / Robert Hood synth

I've been trying to dig up this sound for a while but I can never get it right. It sounds very primitive, a couple of sine waves and some filtering but I'm starting to think these were done on a DX7 with FM synthesis? You can hear Robert Hood use it throughout the entire track, something similar is also in the intro to the Bells but it's much more dry. Any direction on this would be great.
