It's like an open source thing that let's users add stuff to the OS. People have been using it to do filters & add waveforms & synth module type things. Afaik.

Some free. Some paid.

As Críoch says in terms of this device it's a relatively open way to allow users to modify certain parts of the internal software/features. Generally, in computing terms, it doesn't mean it's open or open source at all.
