Oddly enough, there aren't a lot of controllers fully replicating the classic mixer workflow and those that do exist tend to be marketed towards engineers and are super expensive. My 2 cents says it's nothing to do with delay and that it's tremolo on the orignal chord which is a an m9 chord. He's found a pitch which plays it back in an almost triplet time but it's never in time and I think he used another sample 2 semitones below that has an ample amount of release time on it...
